Frank Liao XiaoPing was born in 1965. Graduated from the Guangzhou Academy of Fine Arts majoring in oil painting. Then he has been the Art Director of Hugo Art Co Ltd in Dongguan, China. Now he specializes in watercolor painting and teaching in Hong Kong.
